 CONSULTANCY SERVICES FOR A FEASIBILITY STUDY FOR ESTABLISHMENT OF PETROCHEMICAL INDUSTRIAL COMPLEX IN TANZANIA
 Expression of Interest No: ME/008/2017-18/ESCBP-MEM/C/04

1. The Ministry of Energy and Minerals has received funds from the World Bank toward implementation of the Energy Sector Capacity Building Project (ESCBP), and intends to apply part of the proceeds for consulting services for a feasibility study for establishment of petrochemical industrial complex in Tanzania; to assist the Ministry in development of petrochemical industry complex that will use natural gas as feed stock to produce chemical products for consumer and industrial uses.
2.  The Ministry of Energy and Minerals (MEM) now invites eligible consulting firms with qualified staff to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have required qualifications and relevant experience to perform the services. The shortlisting criteria shall consider; the consultant eligibility, consultant’s profile, description of similar assignments, availability of appropriate skills among staff and experience in similar conditions. Consultants may associate with other firms in form of joint venture or a sub consultancy to enhance their qualifications.  The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of consultants under IBRD loans and IDA credits & grants by World Bank borrowers dated January 2011 (“Consultants Guidelines”), setting forth the World Bank’s policy on conflict of interest.
3.  The prospective consultant is to be selected in accordance with the Quality and Cost Based Selection (QCBS) method as set out in the Consultant Guidelines.
4.  Expressions of Interest (EoI) enclosed in plain, sealed envelopes must be delivered to the address below in paragraph 5 by 30TH October 2017 before 10:00 hours local time; should be submitted in one (1) original and two (2) copies and clearly marked on the subject “Tender No. ME/008/2017-18/ESCBP-MEM/C/04, CONSULTANCY SERVICES FOR A FEASIBILITY STUDY FOR ESTABLISHMENT OF PETROCHEMICAL INDUSTRIAL COMPLEX IN TANZANIA”
EoI will be opened promptly thereafter in public and in presence of consultants/representatives who choose to attend the opening at the Ministry of Energy and Minerals – Dar es Salaam Office Conference room, Wing A, 5th Floor.
Further information can be obtained during office hours; 08:00 to 15:00 hours local time at the address below in para 5.
5. EoI should be submitted to the; Secretary, Ministerial Tender Board, Ministry of Energy and Minerals – Dar es Salaam, 6th Floor, Wing B Room No.10. Late or Electronic delivery of EoI will not be accepted for evaluation irrespective of the circumstances.
